9cea5cfd4e chore: reorganize submodule structure into apps/services hierarchy 
- Move fastAPI from root to services/fastapi
- Update README with new structure and confirmed tech stack
- Update pad_scanner pointer to latest (.gitignore fix)
- Add services/fastapi submodule

b2f1253382 Initial commit: Setup CargoTrace monorepo 
- Add README.md with project overview
- Add .gitignore for IDE and OS files
- Add Flutter Android app as submodule (apps/pad_scanner)
