feat: add Uptime Kuma heartbeat monitoring

- Add heartbeat configuration to config.yaml
- Implement HeartbeatMonitor class in watch.py
- Send heartbeat every 40 seconds to Uptime Kuma push endpoint
- Update config.yaml.example with heartbeat settings
- Add heartbeat logging at INFO level
